What do you mean "it's the software"?

We recently inquired about progress with the Operations Manager in this utility in the Lisbon Metro area, as part of our periodic client check. The news are good: the utility has posted water loss reductions for the second year in a row. The answer also included "thanks to Baseform".

We countered that it is surely thanks to their efforts – the software does not operate the system or address pipe breaks. But the manager's point was: they haven't applied more resources to the problem. They work the exact same number of hours, and haven't increased the budget.
